well, you have to keep in mind that stat buffs don't stack unless you've got something that lets them (e.g. twin blade passive letting speed buffs stackeroni). 3 Sharpen Swords do exactly the same thing as 1 Sharpen Sword, you can't just stack them until you can obliterate a boss.
that aside, yeah, you only get it at lv 10.
blademaster is pretty straightforward, is my point, but it isn't overpowered - you can't solo packs any better than a class made specifically to deal with large groups of enemies such as Flick Reaper may be able to. as you've said, you're supposed to stick to an enemy like glue and duel it.
which means blademaster naturally shines in team play, not solo play. it's a super, super solid co-op class and would do very well guarding casters and/or ranged from enemies, and is really good vs singular enemies. but - won't be able to parry everything effectively if you're being mobbed by 3 enemies at once.
you'll still want to try to dodge, just not always.
